As instructed I am stating in writing what I intended to explain to you when you accorded me an inter- view yesterday. I am writing as a representative of the Kwangtung Telegraph Administration and not as Manager of the Shameen Telegraph Office.
As you know the Cable Companies, i.e. the Eastern Extension and the Great Northern Telegraph Companies, are
forwarding onward messages from Kwangtung - excepting Shameen, which settles account bi-monthly on a cash basis i... cash with every message handed in to them. This is inconveniencing us a great deal and we earnestly solicit your assistance in helping us to come to some arrangements with the Cable Companies that should prove of benefit both
to ourselves and to the Cable Companies.
You would like, of course, to know the cause of
the whole trouble. It arose through the non-payment of the
Cable charges due to the Cable Companies from the Kwangtung
Administration. But this must not be understood to mean that the Kwangtung Administration failed to pay the charges. This was not the case. The Kwangtung Administration did pay the charges, but unfortunately we paid them over to the Hongkong Chinese Telegraph Office, an Office not under the control of the Kwangtung Administration but under that of the Peking Administration. But instead of paying the money over to the Cable Companies, the Chinese Office retained it for their own use and informed the Cable
